To wield "smart power" in foreign policy

Hillary Clinton has set out her ideas on the future shape of United States foreign policy. She said it would be draw on "principles and pragmatism, not rigid ideology", with decision-making based on "on facts and evidence, not emotions or prejudice".

Ms Clinton said she planned to use a broad mix of diplomatic, political, military, legal and cultural tools in an approach to foreign relations she described as "smart power", stressing that the use of military force would be an option, though only as a last resort.

Marking a major break with George W. Bush's policy, Mrs Clinton confirmed that the US would finally be throwing itself into the fight against global warming.
